Executive Summary: These budget reductions and appropriations are required to restore necessary amounts in the Town budget while reducing overall appropriations to a level supported by the Town’s available revenues.

Article 3. To see if the Town will vote to authorize the Board of Selectmen to apply for membership in the Cape and Vineyard Electric Cooperative, Inc. on terms and conditions deemed by the Board of Selectmen to be in the best interest of the Town, or take any other action relative thereto.

Executive Summary: This Article authorizes the Town to join the Cape and Vineyard Electric Cooperative, a regional agency devoted to supporting the financing and development of renewable energy projects for municipal governments.

Article 4. To see if the Town will vote to authorize the Board of Selectmen to enter into intergovernmental agreements not to exceed a term of twenty-five years on behalf of the Town with the Cape and Vineyard Electric Cooperative, Inc. and its other governmental members related to renewable energy projects developed, sponsored and administered by the Cape and Vineyard Electric Cooperative, Inc., which agreements may include, but shall not be limited to power purchase agreements, renewable energy certificate contracts, renewable energy project development agreements, and leases of land or buildings related to the development of renewable energy, or take any other action relative thereto.

Executive Summary: This article authorizes the Board of Selectmen to enter into the necessary agreements to develop renewable energy projects for the Town’s benefit. The Town is currently working to install photovoltaic systems on Town buildings to help offset our energy costs.

Article 5. To see if the Town will vote to transfer from the Waterways Improvement Fund account the sum of $45,000 to pay for dredging of the Oak Bluffs Harbor channel and for repair and upgrades to docks and moorings, or take any action relative thereto.

Executive Summary: This article transfers funds from the Town’s Waterways Improvement Fund the amounts needed for its stated purpose of conducting dredging and repairing and upgrading moorings and docks.

Article 6. To see if the Town will vote to transfer the sum of $342,131.46 from the Bradley Square Affordable Housing Project as appropriated in Article 23 of the Annual Town Meeting held April 8, 2008, with $322,643 to be transferred to the Community Preservation Budgetary Reserve Account and $19,488.46 to be transferred to the Community Preservation Community Housing Reserve Account, or take any other action relative thereto.

Community Preservation Committee

Executive Summary: This article transfers remaining funds from the Bradley Square Affordable Housing Project to the Community Preservation Budgetary Reserve Account where they may be appropriated in the future to support other projects and to the Community Housing Reserve from which a portion of the funds were originally appropriated.

Article 7. To see if the Town will vote to raise and appropriate or transfer from available funds in the Community Preservation Budgetary Reserve Account and/or other available funds the sum of $75,228.12 to the Seaview Heritage Bathroom Project, or take any action relative thereto.

Executive Summary: This article seeks to transfer funds for the completion of the Seaview Heritage Bathroom Project. The total project budget is $799,204.50, with financial commitments made to complete the project in the amount of $874,432.62, for an estimated project shortfall of $75,228.12 to complete the project. At the time of printing, the Town has presented an application to the Community Preservation Committee to request their recommendation to fund this article.

Article 9. To see if the Town will vote to transfer Account # 30123, the Pennsylvania Avenue Land Purchase Account, the sum of $100,000 to Account # 30455, the Treatment Plant Upgrade Account, or take any action relative thereto.

Wastewater Commissioners

Executive Summary: This article transfers excess funds remaining in the Pennsylvania Avenue land purchase account for the purpose of making repairs and upgrades to the Town’s wastewater treatment plant.

Article 10. To see if the Town will vote to reduce the appropriations for the Fiscal Year 12 Wastewater Budget made at the Annual Town Meeting held April 12, 2011 as follows:
